Transport: EUR 790 million of funding available to adapt the Trans-European Transport network for dual civilian and defense use

The EU continues to support key transport infrastructure improvements to facilitate the mobility of military assets across the Trans-European Transport network.

The European Climate, Infrastructure and Environment Executive Agency (CINEA) has launched a call for proposals under the Connecting Europe Facility (CEF) for Transport  programme, making EUR 790 million available from the military mobility envelope. This call aims to co-fund projects that address both civilian and defence needs in view to adjust sections of the TEN-T network to the technical requirements on dimensions and capacity to address both civilian and defence dual use. This call is in line with the Action Plan on Military Mobility 2.0 aiming to facilitate the movements of armed forces in Europe to respond better, more rapidly and at sufficient scale to crises erupting at the EU’s external borders and beyond.

What projects are eligible for funding?

The call for proposals under the Military Mobility envelope supports projects concerning studies, works or mixed projects (covering both studies and works) for all transport modes. Projects must be located on the TEN-T and the EU military transport network and must take into account the infrastructure requirements applicable to certain categories of dual-use infrastructure projects, as set out in the Commission Implementing Regulation (EU) 2021/1328

Who can apply?

Two types of applicants can submit their proposal:

  • One or more Member States;
  • With the agreement of the Member State(s) concerned, international organisations or public or private bodies established in an EU Member State

Applicants have to submit their proposal electronically via the Funding & Tenders Portal Electronic Submission System.

When to apply?

Applicants can submit their proposals until 21 September 2023 at 17:00 CET.
